Lakewood, Los Angeles County
Between 1950 and 1953 builders put up 17,500 houses on former bean fields in Lakewood, at the time the largest planned housing development in the country. Residents voted to incorporate in 1954 and chose to buy services such as policing from the county by contract. That arrangement, the Lakewood Plan, has since been copied by cities across California.
